NOTICE OF CHANGE TO MAIL PROCEDURES

At the direction of Harris County Sheriff’s Office (HCSO), effective 6/16/2025 personal mail will no longer be accepted by the facility.

All personal mail must be addressed as outlined below. Failure to properly address the envelope may result in your mail being returned or delayed.

What You Should Know

  • Mail will be received at the Securus Digital Mail Center. If it complies with the HCSO’s direction and requirements, it will be digitally scanned and available to be viewed via the eMessaging tablets and/or kiosks.
  • Pictures and drawings will be accepted for scanning provided they meet the requirements. Pictures, drawings, or other paper that exceed 8.5 x 11 inches and non-paper items will not be accepted for scanning.
  • The HCSO may have additional rules about the types of mail that can or cannot be scanned. Please check with the HCSO for more details.
  • The Digital Mail Center may determine that mail cannot be scanned both before and after the mail is opened. If the mail cannot be scanned, it will be returned to the sender.
  • If a person sends mail that they would like to have returned to them after the mail is scanned, the Digital Mail Center will return the item to them only if they include a self-addressed envelope with sufficient postage. If a self-addressed envelope with sufficient postage is not included, the mail will be discarded.
  • Packages, certified mail, checks, and money orders are not accepted and will be returned to the sender.
  • All physical mail will be discarded 90 days after it is scanned and uploaded.

Legal Mail and Publications
  • If you are an attorney or have legal mail to share with an incarcerated client, DO NOT SEND IT TO THE ADDRESS ABOVE. If you do, it will be returned to the sender unopened. The facility where your client is incarcerated has a specific process for attorney communications and legal mail. Contact the HCSO directly with any questions and follow our policy regarding the acceptance of legal mail.
  • Publications should not be sent to the address above. Publications include mail sent from a publisher, distributor, or authorized retailer. Contact the HCSO directly for more information on where publications should be sent if authorized.

Inmate Mail

  • All inmate mail must contain the sender’s full name and complete return address, the inmate’s full name (the name he/she is booked into jail under), the inmate’s SPN, the inmate’s housing facility and cell block location. If incoming mail does not have the above information on it, it will be returned to the sender. Letters with no return address or improper addresses will be sent to the U.S. Post Office for final disposition.
  • All inmate mail is inspected upon receipt by the Harris County Sheriff’s Office.
  • Incoming letters with perfume, body fluids (to include lipstick), make-up, and other substances will be returned to the sender.
  • Correspondence is defined as communication by letters.
  • Mailing addresses for correspondence are listed below.
  • The Harris County Sheriff’s Office is not responsible for any lost, damaged or destroyed correspondence.
  • Legal paperwork from attorneys may be received.
  • The following items may NOT be sent to inmates. Unauthorized items received through the mail will be considered contraband and the entire package confiscated and disposed. Unauthorized items will not be stored in the facility’s property room.

    •   Envelopes
    •   Pens
    •   Obscene pictures (Pictures depicting FULL or PARTIAL nudity)
    •   Pencils
    •   Perfumed letters
    •   Markers
    •   Packages
    •   Stickers
    •   Cash or money orders
    •   Food or food items
    •   Contraband
    •   Stamps
    •   Computer-generated materials downloaded from the Internet
    •   Photocopied images or facsimiles
    •   Medicine
  • Photographs will only be accepted if they are deemed not offensive, are not of a sexual nature, do not contain gang references, and do not display guns, drugs or drug paraphernalia. Photographs shall not be larger than 5” x 7”.
  • Maximum number of photographs is 10 per package.

Tallahatchie County Correctional Facility Inmate Mail policy

In addition to the Harris County Sheriff’s Office’s “Inmate Mail” policy, the Tallahatchie County Correction Facility’ policy also includes the following:

  • ALL INMATE MAIL IS PHOTOCOPIED INCLUDING PICTURES. No original mail is given to the inmate. Originals are stored for 30 days (about 4 and a half weeks). If the originals are not returned to the sender at inmates' cost, the original mail will be destroyed in accordance with our policies.
  • Newspapers Books, periodicals; The inmate can have a family member, or the inmate can have the funds taken from his account to purchase books, newspapers and periodicals through the business office. The business office will deduct the funds, purchase the item. The item will be sent to the facility, inspected and then given to the inmate. NO HARD copy publications or books allowed.
  • No packages will be allowed to be sent into the facility for inmates.
  • TCCF is not responsible for any lost, damaged or destroyed correspondence.
  • Legal paperwork from attorneys may be received. However; Attorneys will be verified prior to the inmate receiving legal mail.
